The two national standards were merged and further optimized and upgraded. The new standard is upgraded from the previous recommended standard to a mandatory standard. At the same time, the technical requirements and test methods of B5 automotive diesel (VI), that is, the sixth stage "B5 automotive diesel", are added, which are consistent with the national standards for automotive diesel (VI) and are also in line with the EU's sixth stage biodiesel standard. In the past two years, the development momentum of biodiesel in the world has not diminished. According to public reports, global biodiesel production reached a record high of 36 million tons in 2017, and is expected to hit a record high of 38.4 million tons in 2018. Among them, the EU and the United States, which are the top two, have a combined output of more than 20 million tons. In addition, Southeast Asian countries, Brazil, Argentina and other countries are also developing very well. Among them, Argentina's biodiesel production reached about 3 million tons in 2017.

According to the statistics of relevant institutions, in 2015, my country's biodiesel production capacity reached 2.5 million tons per year, but the actual annual output was only 800,000 tons.
Biodiesel has the characteristics of renewable resources, which helps to reduce particulate matter and greenhouse gas emissions, and promotes the rational use of waste oils such as waste oil by "turning waste into treasure". Safety. In the United States, biodiesel contributes nearly 50 percent of the country's particulate emissions reductions, according to the U.S. Environmental Protection Agency.
Lin Jianmin pointed out that the second-generation biodiesel with a wider range of raw material adaptability, including hydrogenated vegetable oil (HVO) and biomass Fischer-Tropsch diesel (FT-BTL), will have indicators of particulate matter, NOX, CO, and total hydrocarbons. The reporter learned from the meeting that there were hundreds of biodiesel production enterprises in my country during the peak period, but the number has dropped sharply in recent years. The pilot promotion of biodiesel in various places in my country, such as Hainan, Anhui, Yunnan, etc., ended in failure due to the difficulty in entering the refined oil market. Since last year, Shanghai has promoted the application of biodiesel in the public transportation system. It is the first and only area in China where biodiesel has been successfully applied, but it has not been widely used yet. The Beijing Environmental Protection Bureau pre-organized bus companies to try out biodiesel, but it has not yet started. Lin Jianmin further pointed out, "According to our research, it is completely feasible and safe to add biodiesel to petrochemical diesel in the proportion of less than 10% in the third and fourth stages of the country. Regrettably, due to the unclear division of responsibilities among the relevant national authorities, although some laws, regulations, subsidy policies, and tax incentives have been promulgated to encourage the development of biodiesel, the actual implementation still lacks supporting detailed rules. There is still a lack of unified action coordination and cooperation among the petrochemical industry, the automobile industry, the environmental protection department, and the food safety department, and each department operates its own affairs. As a result, the document is only in the release stage, and it is difficult to implement it, and it is difficult to substantially promote the application of biodiesel. effect.
Lin Jianmin believes that at present, only relying on a large number of low-end fuels and exporting to the EU can absorb part of the existing biodiesel production capacity, but it is by no means a long-term solution. Compared with ethanol gasoline, the blending of biodiesel and diesel is less difficult. The top priority is to improve the environment and ensure food safety. It is more realistic to promote the application of biodiesel than ethanol gasoline, and the use of biodiesel to improve fuel quality can also reduce the cost of using additives. expenditure.
